In light of Russia’s ongoing invasion of Ukraine, cyber is increasingly situated in the contrail of private industry changing the balance of power in real time on the battlefield, yet simultaneously, NATO member states are endorsing greater roles for military cyber defenders during peacetime, signaling a move towards recognition of cyberspace as a ‘permanently contested environment’. Though the European continent and its strategic allies continue to respond with significant increases in defense budgets and advanced technology investments, further cooperation on a wider policy level is necessary. In a dynamically evolving global risk landscape, how can allies effectively work and leverage resources for strategic advantage within the cyber domain itself, which usually is characterized as highly protected? How is digital innovation transforming the future of defense?
