Maureen T. Koetz is the founder of Planet A* Strategies, a small, woman-owned consultancy to public and private enterprise on sustainability risk and value management. Applying operational analytics first developed for national security planning, she is an industry leader in quantification-based sustainability profiling using Geocapital Asset Managementâ„¢, an advanced recapitalization programming model that optimizes enterprise sustainability investment for maximized operational return. Clients and partners include Federal and municipal agencies, private equity firms, non-profit and community organizations, and international engineering firms. Ms. Koetz previously served as a Presidential appointee to the Senior Executive Service in the United States Air Force. In her capacity as Acting Assistant Secretary and Principal Deputy Assistant Secretary for Installations, Environment, and Logistics, she managed a 10-million acre/$250 billion asset portfolio in support of sustainable operations for the largest energy consumer in the federal government and one of the largest transport systems in the world. Serving in diverse capacities that included military construction, infrastructure recapitalization, clean energy acquisition, Natural Resource Trustee, and Historic Preservation Officer, she oversaw ongoing base closures and disposition, streamlined department procedures, and reduced program spend-ing while also developing the first Defense Department programs to sustain operational geo-capital capacity in response to increasing mission encroachment. Ms. Koetz has also held positions as Counsel for the Senate Energy and Natural Resources Committee and US Senator Pete Domenici, as well as serving as a senior policy director for the Nuclear Energy Institute where she developed the seminal Emissions Avoidance Calculations that redefined nuclear as the primary expandable domestic source of clean energy. She has represented nuclear interests at multiple international Conferences of the Parties on Climate Change and the United Nations Conference on Sustainable Development, and regularly addresses conferences, executive seminars, and workshops on transformational strategies for achieving sustainable enterprise operations and economic development. In addition, she has been an Adjunct Professor of Environmental Finance at NYU-Poly, an attorney with the US Environmental Protection Agency, is a veteran of active duty service with the US Navy, and has written on several areas related to sustainability. She holds a Juris Doctor from the Washington College of Law at American University, a Bachelor of Arts degree from the American University, and is a member of the Bar of the State of New York.
