Rui de Carvalho de Araújo Moreira was born in Porto on August 8, 1956. From an early age, he was an active voice in the defence of the interests of the city of Porto and the North Region, organizing and participating in conferences on the subject and writing in the press, where he was a regular columnist. He was also a sports and political commentator on several television stations.
During almost all his professional life he was an entrepreneur, in areas as diverse as maritime navigation and the canning industry. In 2001, he was elected president of the Commercial Association of Porto, a position he held until 2013. At the same time, he held several advisory positions in the areas of commerce, culture and higher education, in this case at the University of Porto and the Catholic University of Portugal.
Rui Moreira led an independent candidacy to the Municipality of Porto, having been elected on September 29, 2013. He took office as Mayor of Porto on October 22, 2013. He re-applied for the position in 2017, winning with an absolute majority, and again in 2021, the year he was elected for his third, and last, term.
