Phaedra Chrousos Luyten is Chief Operating Officer of SLI Aerospace, where she helps accelerate the growth of the global space economy by providing flexible capital to operators, governments, and innovators.

A builder at heart, Phaedra previously spent a decade as Chief Strategy Officer at Libra Group, where she focused on future-proofing a global portfolio spanning land, sea, and sky. Her work included strengthening existing businesses and launching new ventures, including lomarlabs and SLI.

Earlier in her career, Phaedra served in the Obama Administration, where she helped lead digital transformation efforts across the U.S. government. She co-founded the Technology Transformation Service - home to 18F and the incubator for login.gov - and played a key role in developing the $1 billion Modernizing Government Technology Act to accelerate the adoption of modern digital tools across federal agencies. Prior to her government service, she co-founded two venture-backed technology companies, shaping her perspective on how innovation is built, scaled, and applied for public impact.

Phaedra remains closely engaged in early-stage innovation and public impact as an angel investor and board member. She currently serves on the boards of Vanda Pharmaceuticals, Dcode, Libra Philanthropies, and the Beeck Center for Social Impact + Innovation.
