Rob Law was nominated by President Donald J. Trump and confirmed by the U.S. Senate on September 9, 2025 as the third Under Secretary for Strategy, Policy, & Plans. Prior to his confirmation, Mr. Law was Senior Counselor to Secretary Kristi Noem since January 20, 2025. During President Trump’s first term, he held the positions of Chief of the Office of Policy and Strategy and Senior Policy Advisor at U.S. Citizenship and Immigration Services from 2017-2021.

As Under Secretary, Mr. Law drives the policy development across all DHS equities including counterterrorism, border security and immigration, trade and economy security, international affairs, cybersecurity, and emerging topics like artificial intelligence and cryptocurrency. Mr. Law serves as the Chair of the Forced Labor Enforcement Task Force and as DHS’s policy chief regulatory official.

With nearly 15 years of experience in homeland security and immigration law, regulation, and policy, Mr. Law has established himself as a leading expert in the field. He has held leadership roles at prominent conservative think tanks and has testified before Congress multiple times as a subject matter expert.

Mr. Law earned his bachelor’s degree from the University of Virginia and his Juris Doctor from The Catholic University of America, Columbus School of Law.
