Studied Law at the Pontificia Universidad Católica Madre y Maestra (PUCMM) (1999). Subsequently, he completed Master's studies in French, European and International Business Law (LLM), at the Panthéon–Assas Paris 2 University, (2000 – 2001).
He has participated in dozens of courses and seminars related to his practice and is also a professor. In 1998, he started as a paralegal in one of the main law offices in the country where he became an associate. In 2005, he started his own practice and founded a firm skilled in various areas of Law, where he coordinates the International Business Department. He is
currently a partner of the firm Dargam & Mañón.In 2008, he was appointed as Ambassador - Executive Secretary of
the National Commission for Trade Negotiations. In 2011, he held the Vice Ministry of Foreign Affairs for Economic Affairs and
Trade Negotiations. Between 2016 and 2017 he served as General Director of Foreign Trade, being in charge of implementing the
trade agreements signed by the Dominican Republic. Since 2017, he has been the executive vice president of the National Council for Private Enterprise (CONEP), the main business association in the Dominican Republic. He is also vice president of the Economic and Social Council of the Dominican Republic, and secretary of the Board of the Fundación Madre y
Maestra.
He participated in the United States Department’s International Visitor Leadership Program (2008) and was a National Democratic
Institute fellow (2004). National Youth Award (2008 and 2015). Fellow of the High-Level Program of the Foreign, Commonwealth
and Development Office of the United Kingdom
